Minister praises role of Rural Housing Enablers

Henk Jan Kuipers and Susie Abson met with Minister for Housing Carl Sargeant on 5 December. He visited a rural scheme in Monmouthshire, made possible thanks to RHE David James, who used to work in South Powys. They were able to promote the achievements in Powys. It is vitally important we keep drawing attention to rural housing issues, which otherwise might be overlooked at a national level.  Click here for news item on the Welsh Government website.

Henk Jan kuipers and Susie Abson are currently involved in schemes looking to deliver a further 200 homes across Powys.

Ar 5 Rhagfyr fe wnaeth Henk Jan Kuipers a Susie Abson gwrdd â’r Gweinidog Tai, Carl Sargeant. Ymwelodd â chynllun gwledig yn Sir Fynwy, sef ffrwyth llafur David James, y Galluogydd Tai Gwledig a oedd ar un adeg yn gweithio yn Ne Powys. Roedden yn gallu tynnu sylw at y datblygiadau ym Mhowys. Mae’n holl bwysig ein bod yn parhau i dynnu sylw at faterion tai gwledig a fyddai fel arall yn cael eu hanwybyddu ar lefel genedlaethol. Ar hyn o bryd mae Henk Jan a Susie Abson gweithio ar gynlluniau i geisio sicrhau 200 o gartrefi ychwanegol ar draws Powys.


Record number of new homes

The number of completed homes during the year 2012/2013 was the highest figure since 2006/2007. In total 276 homes were completed in Powys last year. This includes 109 homes built by housing associations and 167 by the private sector.

On top of this Powys Council has assisted property owners with interest free loans to bring 37 long term empty properties back into use. Powys RHE’s have looked at the reuse of empty homes in several communities across Powys with some homes being successfully brought back into use.

Cynnydd yn nifer y cartrefi newydd

Cwblhawyd mwy o gartrefi yn ystod y flwyddyn 2012/2013 nag yn unrhyw flwyddyn ers 2006/2007. Codwyd cyfanswm o 276 o gartrefi ym Mhowys y llynedd. Roedd hyn yn cynnwys 109 o gartrefi a godwyd gan gymdeithasau tai, a 167 gan y sector preifat.

At hyn, mae Cyngor Powys wedi cynorthwyo perchnogion eiddo trwy gynnig benthyciadau di-log i sicrhau bod 37 o gartrefi fu’n wag ers amser nawr ar gael. Mae Galluogwyr tai Gwledig Powys wedi ymchwilio i ailddefnyddio tai gwag mewn sawl cymuned ar hyd a lled Powys, a llwyddwyd i sicrhau bod y rhain unwaith eto ar gael.


Independent evaluation of rural housing enabling

The Government has commissioned an independent evaluation of all nine RHE projects in Wales. As part of the evaluation interviews with all funding partners were undertaken, as well as other stakeholders, including community representatives, landowners, private developers and planning officers. The evaluation will be published before Christmas.

Gwerthusiad annibynnol o alluogi tai gwledig

Mae’r Llywodraeth wedi comisiynu gwerthusiad annibynnol o’r naw prosiect yng Nghymru. Fel rhan o’r gwerthusiad, cynhaliwyd cyfweliadau gyda phob partner cyllido, yn ogystal â budd-ddeiliaid eraill, gan gynnwys cynrychiolwyr cymunedol, perchnogion tir, datblygwyr preifat a swyddogion cynllunio. Bydd y gwerthusiad yn ael ei gyhoeddi cyn y Nadolig.


Community led initiative Castle Caereinion

A Community Land Trust (CLT) was established in 2007 to look at how they could provide affordable homes for local people. The CLT identified a site, which was designated for affordable housing in 1996 as part of a larger private development of open market homes. The private developer had to provide six serviced plots and transfer the land to Powys County Council. No grant is used.

In 2010 the project had come to a standstill and RHE Henk Jan Kuipers arranged meetings between the Trustees and Mid-Wales Housing. Enabler Henk Jan assisted the CLT with setting up a register for people who are looking for a home in the village. Mid-Wales Housing finances the development and will manage the properties, once finished. The allocation policy will favour people who have grown up in the village. Planning permission has now been secured and building is expected to start in the near future.

Sefydlwyd Ymddiriedolaeth Tir Cymunedol  (CLT) yn 2007 i ymchwilio i sut y gallent ddarparu tai fforddiadwy i bobl leol. Daeth y CLT o hyd i safle a ddynodwyd ar gyfer tai fforddiadwy yn 1996 fel rhan o ddatblygiad preifat ehangach o dai ar y farchnad agored. Roedd yn rhaid i’r datblygwr ddarparu chwe phlot gyda gwasanaethau a throsglwyddo’r tir i Gyngor Sir Powys. Nid oes unrhyw grant ychwanegol yn cael ei ddyrannu.

Yn 2010 roedd y prosiect ar stop nes i RHE Henk Jan Kuipers drefnu cyfarfodydd rhwng yr Ymddiriedolwyr a Tai Canolbarth Cymru. Cynorthwyodd y Galluogwr Henk Jan y CLT i sefydlu cofrestr ar gyfer y bobl oedd yn chwilio am dy yn y pentref. Tai Canolbarth Cymru sy’n cyllido’r datblygiad, a hwy fydd yn rheoli’r eiddo pan fyddant wedi’u cwblhau. Bydd y polisi dyrannu’n blaenoriaethu pobl sydd wedi’u magu yn y pentref. Mae caniatâd cynllunio bellach wedi’i sicrhau, a disgwylir i’r gwaith adeiladu ddechrau yn y dyfodol agos.


Long term empty home renovated in Llanwrtyd Wells

The local Town Council, after meeting RHE Susie Abson requested help with this prominent empty property in the centre of the town. The feeling was that this was an eyesore and local residents were keen to see it return back to use and be renovated.

Susie contacted the private owner and discussed possible options to bring the property back in use. Following this the owner was successful in securing loan finance from Powys Council to assist with the build work. Works were undertaken and completed prior to Spring 2013. Nearly all the work was undertaken by local tradesmen bringing much needed work to the area.

This is a fantastic example what can be achieved by an active approach, bringing the right people and ideas together.

Adnewyddu cartref a fu’n wag am amser hir yn Llanwrtyd

Ar ôl cyfarfod â’r Galluogwr Tai Gwledig Susie Abson, gofynnodd Cyngor y Drefn am gymorth gydag eiddo gwag mewn safle amlwg yng nghanol y dref. Roedd pobl leol yn teimlo ei flêr ac roeddent yn awyddus i’w weld yn cael ei adnewyddu a’i ddefnyddio eto.

Cysylltodd Susie â’r perchennog preifat a thrafod dewisiadau posibl o ran defnyddio’r eiddo unwaith eto. Wedi hyn, llwyddodd y perchennog i gael benthyciad oddi wrth Gyngor Powys i gynorthwyo gyda’r gwaith adeiladu. Aethpwyd ati i wneud y gwaith, a gorffennwyd y gwaith erbyn Gwanwyn 2013. Crefftwyr lleol wnaeth bron y cyfan o’r gwaith.

Mae hyn yn enghraifft ardderchog o’r hyn y gallwn ei gyflawni trwy fynd ati i ddod â’r bobl iawn a’r syniadau iawn at ei gilydd.


 Minister opens homes in Bwlch

Thursday July 11th 2013 saw the official opening by Housing Minister Carl Sargeant of this new rural development. Two of the eight homes were made available as low cost home ownership and the other six are rented properties. All eight of the homes have been occupied by people with a local connection to the area.

The project to develop affordable homes in Bwlch started back in 2004. When a local housing needs survey was carried out it gathered pace. The results of the survey found that nineteen local households were in housing need. The community council together with the Rural Housing Enabler (RHE) went about looking for potential development sites in the area.

Housing Minister Carl Sargeant said: “These eight new affordable homes in Cefn Moel Close are an excellent example of partnership working between Melin Homes, Powys County Council, the Rural Housing Enabler project and the Brecon Beacons National Park. I am therefore delighted that the Welsh Government was able to support the scheme with £645,413 from the Social Housing Grant Programme. I wish all the families much happiness in their new homes.”

Gweinidog yn agor cartref yn Bwlch

Ddydd Iau 11 Gorffennaf 2013 cynhaliwyd agoriad swyddogol y datblygiad gwledig newydd gan y Gweinidog Tai Carl Sargeant. Roedd dau o’r wyth cartref ar gael yn gartrefi cost isel, a’r chwech arall yn dai ar osod. Pobl gyda chysylltiad lleol â’r ardal sy’n byw ym mhob un o’r wyth tŷ.

Dechreuodd y prosiect i ddatblygu tai fforddiadwy yn Bwlch yn ôl yn 2004. Cynyddodd y prosiect pan ddangosodd canlyniadau arolwg bod angen cartref ar bedair aelwyd ar bymtheg yn yr ardal leol. Aeth y cyngor cymuned gyda’r Galluogwr Tai Gwledig (RHE) i chwilio am safleoedd datblygu posibl yn yr ardal.

Dywedodd y Gweinidog Tai Carl Sargeant: “Mae’r wyth tŷ fforddiadwy newydd hyn yng Nghlos Cefn Moel yn enghraifft wych o weithio partneriaeth rhwng Melin Homes, Cyngor Sir Powys, prosiect y Galluogwyr Tai lleol a Pharc Cenedlaethol Bannau Brycheiniog. Rwy’n falch felly bod Llywodraeth Cymru wedi gallu cefnogi’r cynllun gyda £645,413 oddi wrth y rhaglen Grant Tai Cymdeithasol. Rwy’n dymuno llawer o lawenydd i bob un o’r teuluoedd yn eu cartrefi newydd.”


Presteigne development

Together with Presteigne and Norton Town Council, enabler Susie Abson carried out a housing needs survey in 2011. The survey identified a substantial local housing need. It is estimated around eighty households are looking for a home, which they can’t buy on the open market.

Following the survey, work continued looking at potential sites for development of affordable housing Presteigne Powys Rural Housing Enabler affordable local needsand Powys Council has allocated housing grant for a development in the town. Ultimately one site was available and viable. In October a planning application was submitted for 28 homes. The application was discussed at a public meeting in December.

Datblygiad yn Llanandras

Ar y cyd â Chyngor Tref Llanandras a Norton, llwyddodd Susie Abson i gynnal arolwg o anghenion tai yn 2011. Gwelodd yr arolwg fod angen tai lleol ar lefel sylweddol. Roedd yn amcangyfrif bod tua phedwar ugain o aelwydydd yn chwilio am gartref, ac yn methu â gwneud hynny ar y farchnad agored.

Yn dilyn yr arolwg, parhaodd y gwaith yn ymchwilio i safleoedd posibl ar gyfer datblygu tai fforddiadwy, ac mae Cyngor Powys wedi dyrannu grant tai ar gyfer datblygiad yn y dref. Yn y pen draw, un safle oedd ar gael ac yn ymarferol. Fis Hydref, cyflwynwyd cais cynllunio ar gyfer 29 o gartrefi. Trafodwyd y cais mewn cyfarfod cyhoeddus ym mis Rhagfyr.


Open Day affordable homes in Talgarth

Melin Homes are currently on site and aim to deliver four new homes in Talgarth in 2014 available for local families. As part of their new interest in the area, Melin are also investigating the options to deliver a wide mix of homes available for rent and to buy on a site above the town centre next to the church in Talgarth.

RHE Susie Abson was at the open day held on the 8th of November in the Town Council’s meeting room; “it was excellent to see representatives from Melin Homes welcoming local residents’ comments on their proposals. “

Mid market rent in Llansantffraid

Housing association Cymdeithas Tai Clwyd has been able to purchase three properties on the Spoonley Farm development in Llansantffraid-ym-Mechain. This has been achieved through their part in the Welsh Housing Partnership where they buy properties to let them at about 80% of open market rent.

Mae Cymdeithas Tai Clwyd wedi gallu prynu tri eiddo ar ddatblygiad Spoonley Farm yn Llansanffraid-ym-Mechain.  Llwyddasant i wneud hyn trwy fod yn rhan o Bartneriaeth Tai Cymru sy’n prynu eiddo ac yna’n ei osod am ryw 80% o rent y farchnad agored.


Affordable homes in Builth Wells

In 2011 a local housing needs survey was carried out in Builth Wells by RHE Susie Abson. The survey identified a large previously unknown need for affordable homes in Builth Wells.

Following the sad news that Builth was to loose its hospital, an opportunity to retain community benefit on the site was identified by considering the delivery of much needed affordable homes. Community representative have been very concerned to loose their hospital, however the hope is that a proposed development of affordable homes will mean the site can continue to support and provide for those in the community who require good quality low cost homes and the aims are to retain and incorporate as much character from the old hospital as possible into this site for future generations.

Yn 2011 cynhaliodd y Galluogwr Susie Abson arolwg o anghenion tai lleol yn Llanfair-ym-Muallt. Dangosodd yr arolwg bod angen mawr am dai fforddiadwy yn Llanfair-ym-muallt, angen a oedd yn anhysbys cyn hynny.

Yn dilyn y newyddion trist y byddai ysbyty Llanfair-ym-Muallt yn cau, daeth cyfle i gadw budd i’r gymuned ar y safle trwy ystyried darparu tai fforddiadwy yr oedd llawer o angen amdanynt. Bu cynrychiolwyr y gymuned yn pryderu eu bod yn colli’r ysbyty, ond y gobaith nawr yw y bydd y safle’n gallu parhau i gefnogi’r gymuned a darparu ar gyfer y rheiny sydd angen cartrefi cost isel. Y nod yw cadw ac ymgorffori cymaint â phosibl o gymeriad yr hen ysbyty â phosibl ar y safle i genedlaethau’r dyfodol.

Churchstoke Old Hatchery affordable homes for local needsChurchstoke

Part of a small development on “the Old Hatchery” site, Mid Wales Housing have provided another five affordable homes in Churchstoke. Both developments in Welshpool and Churchstoke have been made possible thanks to the support of Social Housing Grant from the Welsh Government.

Ar ran o ddatblygiad bychan ar safle’r “Old Hatchery”, mae Tai Canolbarth Cymru wedi darparu pum cartref fforddiadwy arall yn Yr Ystog. Llwyddwyd i sefydlu’r tai yn Y Trallwng a’r Ystog diolch i gymorth Grant Tai Cymdeithasol Llywodraeth Cymru.


Llansilin terrace of three occupied again

One of the residents noted three long term empty homes to the Powys Council Private Sector Housing team. There was no imminent danger or a detrimental effect on the surrounding area and the team asked RHE Henk Jan Kuipers to look into it. Henk Jan approached the Community Council and asked to discuss how the homes could be brought back in use. Shortly after the discussion the owner started to improve the homes and the row of three homes is let again.

Preswylwyr unwaith eto mewn teras o dri thŷ yn Llansilin

Rhoddodd un o’r trigolion wybod i dîm Tai Sector Preifat Cyngor Powys am dri chartref fu’n wag ers amser maith. Nid oedd unrhyw berygl uniongyrchol nac effaith andwyol ar yr ardal o’u hamgylch, a gofynnodd y tîm i’r Galluogwr Tai Gwledig Henk Jan Kuipers ymchwilio i’r mater. Aeth Henk Jan at y Cyngor Cymuned a gofynnodd am gael trafod sut y gallai’r cartrefi gael eu defnyddio unwaith eto. Yn fuan ar ôl y drafodaeth, dechreuodd y perchennog wella’r tai, ac mae’r tri thŷ ar osod unwaith eto.


Community led housing

 

There are several Community Land Trusts and other community led groups active in Powys aiming to provide affordable housing. The concept attracts more interest every year.

 

One group around Presteigne are in the final phase of formalising an organisation, which will enable them to hold land and attract finance. This group has already gained a lot of local support.

 

A weekend long event looking at co-operative housing took place at the Sychpwll Centre near Llandrinio and was followed by another weekend, hosted by an existing housing co-op based just over the border in Herefordshire. A third event is planned for 1 March 2014.

 Tai dan arweiniad y Gymuned

 

Mae nifer o Ymddiriedolaethau Tir Cymunedol a grwpiau dan arweiniad y gymuned yn weithgar ym Mhowys. Eu nod yw darparu tai fforddiadwy. Mae’r syniad yn denu mwy o ddiddordeb bob blwyddyn.

 

Mae un grŵp yng nghyffiniau Llanandras yn y cam olaf o lunio sefydliad, a fydd yn eu galluogi i berchen tir a denu cyllid. Eisoes mae’r grŵp hwn wedi ennill llawer o gefnogaeth yn lleol.

 

Cynhaliwyd digwyddiad penwythnos oedd yn edrych ar dai cydweithredol yng Nghanolfan Sychpwll ger Llandrinio gyda phenwythnos arall i ddilyn hyn, a gynhaliwyd gan fudiad tai cydweithredol ychydig dros y ffin yn Swydd Henffordd. Mae trydydd digwyddiad wedi’i gynllunio ar gyfer 1 Mawrth 2014.

Housing land availability

Both RHE’s have agreed with the Powys Council Planning Policy department to investigate “stalled” sites identified in the annual Joint Housing Land Availability Study. Many Community and Town Councils, as well as Local Members have been contacted to identify ownership of sites and following the feed back the enablers will approach land owners to discuss intentions, opportunities and barriers for housing development. Cysylltwyd â sawl Cyngor Tref a Chymuned, yn ogystal ag Aelod Lleol i geisio dod o hyd i berchnogion safleoedd, ac ar ôl cael adborth, bydd y galluogwyr yn  dod at y perchnogion tir i drafod bwriadau, cyfleoedd a rhwystrau i ddatblygu tai.  Powys Local Development Plan (LDP) 2011 – 2026

The new local development plan will include planning policies for housing and allocate sites for housing. It is anticipated that in December there will be an update of assessed candidate sites. The planning department is working towards publication of the so called Deposit Plan ready for public consultation in June 2014.

Mae’r adran cynllunio’n gweithio tuag at gyhoeddi’r Cynllun wedi’i Adneuo i’r cyhoedd ymgynghori arno fis Mehefin 2014.


Brecon Beacons National Park LDP 2007 - 2022

The Brecon Beacons National Park Authority has published the Planning Inspector’s Report on the Examination into the Brecon Beacons National Park Local Development Plan 2007 – 2022.

The Report concludes that, subject to ‘Matters Arising Changes’, the Local Development Plan (LDP) provides a sound basis for Planning within the National Park until 2022. Accordingly, an Extraordinary General Meeting of the National Park Authority will be held to consider formal adoption of the Local Development Plan at the Authority offices in Brecon at 10.00 a.m. on 17th December 2013. LDP Parc Cenedlaethol Bannau Brycheiniog 2007 - 2022

Mae Awdurdod Parc Cenedlaethol Bannau Brycheiniog wedi cyhoeddi Adroddiad yr Arolygwr Cynllunio ar yr Archwiliad i Gynllun Datblygu Lleol Parc Cenedlaethol Bannau Brycheiniog ar gyfer 2007 – 2022.

Gan ddibynnu ar newidiadau i’r ‘Materion sy’n Codi’, mae’r LDP yn darparu sail gadarn ar gyfer Cynllunio yn y Parc Cenedlaethol hyd 2022. Yn unol â hyn, cynhelir Cyfarfod Cyffredinol Eithriadol Awdurdod y Parc Cenedlaethol i ystyried mabwysiadu’r LDP yn ffurfiol yn swyddfeydd yr Awdurdod yn Aberhonddu am 10.00 a.m. 17 Rhagfyr 2013.
